First step then is deciding criteria for case section. For ex You have the pre-post data. You could select X cases in each quartile, select X cases who showed Y growth and compare to group who showed Z growth. You could pick them a priori.

When doing comparative case study analysis for the first time I often recommend using matrix analysis. Don't make it massive. Turn each category of the framework into its own matrix.

Knowing you though you may even try narrative analysis and tell the case story as a board game and show where people started and stopped using the framework as game cards. That's cool too.
